This video is some old ad of Nissan in 2009.
Maybe you have watched it on TV.
The title is "Teinenpi-shojo Haidi" .
"Teinenpi" means fuel-efficiency, and "shojo" means a girl.
So the title in English is "Haidi the fuel-efficient girl".
It is a parody of Haidi.
She asks a mountain what fuel-efficiency is.
